SASP (Single Authorisation for Simplified Procedures)


SASP or Single Authorisation for Simplified Procedures (formerly known as Single European Authorisation - SEA) represents a means of truly exploiting Pan-EU Customs Legislation. SASP allows an importer to declare imports/warehouse removals/other procedures in one EU Member State in respect of physical imports that occur in other EU Member States. To use the EU Commission's own words:

"This is a major facilitation measure as the operator can:
• concentrate in-house customs expertise at a single location,
• deal with only one customs administration and
• conduct the formalities etc. in only one language."

What cannot be underestimated are the benefits in control and application of duty relief processes and procedures that SASP's centralising function brings. For example, UK HMRC's positive attitude towards "First Sale" valuation principals can be extended to cover other less enlightened Member States by centering an SASP in the UK.

Although SASP in its previous guise, SEA, was a pilot project relying on cooperation between individual Member States, the publication of Commission Regulation (EC) No 1192/2008 on 17 November 2008 brings SASP firmly into a known and legally recognised process across all EU Member States, forming the basis of both Centralised Clearance and Self Assessment - both covered by the Modernised Customs Code.
